China National Healthcare Security Administration Office Issues Notice On The Release Of Medical Centralized Procurement Platform Service Standards (Version 1.0)

In line with the directives of the Central Committee and the State Council, and in accordance with the requirements outlined in the National Healthcare Security Administration’s Opinion on Improving and Enhancing the Functions of the Medical Centralized Procurement Platform to Support Pharmaceutical Price Reform and Management (Healthcare Security Document [2022] No.1), the National Healthcare Security Administration Office has developed and released the Medical Centralized Procurement Platform Service Standards (Version 1.0) on January 4, 2024. This standard is set to be implemented from July 1, 2024.

The objective of these standards is to enhance the efficiency and quality of services provided by the medical centralized procurement platform. Emphasizing lawful administration and transparency, the standards are built on the national unified healthcare information platform. From the perspective of facilitating businesses, the document addresses issues such as the types of services, required documentation, processing times, and compliance.

The standards focus on services related to enterprise applications and exclude management matters such as national healthcare negotiations and volume-based procurement. Structurally, the chapters are organized based on the business cycle of platform transactions: Information Authentication, Online Application, Information Modification. Additionally, specific sections are dedicated to consultation service standards and query service standards, tailored to pharmaceutical company needs.

Each chapter follows a consistent format, comprising eight essential elements: business description, required documents, processing location, processing time, contact information, processing procedures, precautions, and basic standards.

These standards serve as a crucial reference for pharmaceutical companies seeking to understand platform operations and as an operational manual for platform personnel. Provinces are urged to implement these standards uniformly, ensuring standardized, fair, and efficient services.
